Research On China Import And Export Commodity Inspection Institution

The import and export commodity quality safety is related to the economictransformation and social development, related to the international image of China,related to the health and safety of the people. It has been an important administrationmanagement in foreign economic field for China to enforce the inspection on the importand export commodities. The import and export commodity inspection institution, withthe compulsory inspection as the core and the random inspection as the supplement, hasplayed an important role to ensure the quality of import and export products andpromote the smooth development of China’s economic and trade relations with othercountries. However, with the change of government governance concept and thedevelopment of economic and social changes, the present import and export commodityinspection institution has not completely met the needs of the market economy and tradefacilitation and the requirements of the change in functions of government in the newperiod.This paper is based on the theory of the government regulation、the institutionalchange and the governance, and adopts the methods of literature analysis andcomparative research. It reviews the history and transformation process of the importand export commodity inspection systems, and points out the shortcomings existing inthe current institution and reveals the causes. Learning from the experiences of thedeveloped countries, taking the United States, the European Union and Japan asexample, on the inspection and management of the import and export products forreference, the paper put forward to the proposals and the suggestions on furtherimprovement of the import and export commodity inspection institution.On the analysis and research, this paper gives some advices as follows. In the firstplace it should focus on the reform of the compulsory inspection system, and some measures are need to take in such areas: strengthening the management of the catalogueof import and export commodities subject to compulsory inspection in scientific way,making innovation on the inspection and supervision methods, improving thedeclaration and clearance mechanism of the compulsory inspection commodities.Secondly it is to improve the random inspection system. It should be more highlightedthe status and function of random inspection through the improvement of the rules andregulations, the guarantee of the resources, the establishment of a long-termmanagement mechanism and the application of the inspection results in thecircumstances of the large adjustment and diminishment of the compulsory inspectioncatalogue. Thirdly it is to strengthen the macro-quality management. A new type ofimport and export commodity inspection and supervision institution will be establishedon the basis of the management of credit system on quality and of risk management, andit will assure the quality and safety by means of common governance.
