A Study Of The Customs In The Promotion Of Pingtan Foreign Trade Economic Development

Currently it becomes a necessityto set up service style customs, then issues such as "why ","for whom" and "how" are far from a consensus inside and outside the customs system. Some basic views of new public service theory can be guide and reference to solve these problems above.Establishment of the "Pingtan comprehensive experiment zone" is significant to the country’s strategic plan, with the most cardinal aim to promote cross-strait cooperation and exchanges. To develop Pingtan’s foreign trade economic, we shouldn’t simply focus on Pingtan itself, but should give adequate consideration to promote the realization of cross-strait economic integration, which is the most important public interest for customs.Based on the views of new public service theory, to promote cross-strait cooperation and exchange, and to create favorable conditions for the realization of cross-strait economic integration, it’s recommended that customs, in the promotion of Pingtan foreign trade economic development, should maintain better service concept, take more responsibility, and pay more attention to fair, justice and efficiency; customs should take measures to establish new partners relationship upon enterprises equal status; customs should facilitate trade transactions and improve service quality; customs should take the project cooperation as the carrier implementation, actively participating in and supporting cross-strait cooperation and exchanges;customs should take advantage of the technology, improve risk analysis capacity, and respond to regulatory pressure from reform and openness throughout the Pingtan island.
