Research On Development Of Urban And Rural Integration Of Chengguan District, Lanzhou

The development of urban and rural integration has become an important measure for comprehensively deepening reform and opening up, it is the strategic core in the whole process of Chinese economic reform and development. It will further become an important way for achieving the target of "steady growth, structural adjustment and livelihood benefit" and the fundamental way of building a well-off society in an all-round way. It’s the new idea and new strategy for accelerating our modernization process as well. Chengguan district of Lanzhou as the primary district in Gansu Province, is at the leading edge and responsible for promoting the development of urban-rural integration. Therefore, studying how to accelerate the development of urban-rural integration in Chengguan district is of great significance to speed up the economic and social development of Lanzhou and Gansu.The thesis consists of five parts. The first one is the literature review. It considered the development of urban and rural integration as a subject, which is of great significance for exploring and summarizing the experience of urbanization and new rural construction, grasping the urban-rural integration development rule, putting forward concrete ideas and measures for the construction of the regional urban-rural integration according to local conditions and promoting the regional economic and social development. Meanwhile, it also provides instructions for places where have similar regional resources, geographical environment. The second part is the realistic meaning of promoting urban-rural integration. Through the analysis of current situation and existing problems in four aspects of urban and rural structure, town and rural construction, economic development and living standards, it points out that to accelerate the development of urban-rural integration is an important way to solve the problem about agriculture, rural areas and peasantry totally, it is the basic support for promoting the urban and rural developed in common, it is the effective moves to promote sustainable economic development, and the fundamental guarantee for raising urban and rural residents’ living standards. The third part is the analysis of current development of urban-rural integration in Chengguan district. First of all, it analyzes the advantages, achievements and restraining factors of urban-rural integration in Chengguan district. Generally speaking, with the joint efforts of the party committee and the government, under the function of rural production condition, economic development, social security level, public service capacity and grid management, achievements have been made in development model. However, the integration is restricted by the special location, economic structure, fiscal expenditure, institutional mechanisms and farmers’ consciousness at the same time. The fourth part is experience of "General Chengdu" development. Chengdu’s concept of urban-rural integration development----"General Chengdu" which contains the theories of "Three Centralization","Six Integration" and "Four Basic Project", provides propagable reference for the whole country, especially the western area. Therefore, in accordance with the forward-looking view of development, taking Chengdu which is also a western major city as example, it focuses on studying the development concept and specific methods of "General Chengdu" and summarizes the impact for Chengguan district, that is, the leading role of the party committee and the government, the decisive role of urban planning and economic structure, the coordinating role of institutional mechanisms and the basic role of equalization of public service. The last part is the countermeasures for Chengguan’s development of urban-rural integration. Based on the above-mentioned researches, using Chengdu’s experience for reference, combining the reality of Chengguan district, it starts with urban planning, economic structure, public service and institutional mechanisms, comes up with planning ideas of "a livable city and beautiful countryside with green mountains and rivers" and "sightseeing and tour on south and north mountains". It also puts forward the following countermeasures:adjusting economic structure in industrial layout, industrial structure and city orientation, leading by infrastructure construction on north and south mountains, realizing rational allocation of public service resources and combination of urban and rural social security, perfecting financial mechanism, reform of rural land system, reform of employment and household registration system and reform of social management system.
