Research On Enterprise Credit Supervision In Chengguan District Of Lanzhou City Under The Background Of Commercial System Reform

Market economy is credit economy,and the reform of commercial system is an important part of China's economic system reform.The reform has brought about the market prosperity of "mass entrepreneurship and innovation" and the frequent phenomenon of corporate dishonesty,which makes the original entity supervision model seem to be stretched,and the implementation of enterprise credit supervision is particularly important after the reform of the business registration system.In August 2014,the Provisional Regulations on Enterprise Information Publicity promulgated by the State Administration of Industry and Commerce and five supporting regulations made top-level designs for reforming the mode of enterprise supervision and innovating the concept of supervision,and made requirements for the implementation of enterprise credit supervision by the industrial and commercial departments and strengthening the specific functions of after-the-event supervision.In the practice of credit supervision for more than five years,there are also weak links and expected gaps in credit supervision.This paper takes the enterprises credit supervision in Chengguan District of Lanzhou City under the background of commercial system reform as the research core,after defining the core concepts of enterprise credit supervision,this paper takes limited government theory and public governance theory as theoretical guidance,and combines interview method and questionnaire survey method,comprehensively analyses the present situation of enterprise credit supervision in Chengguan District of Lanzhou City,combs out the problems existing in the enterprise credit supervision of Chengguan District of Lanzhou City,and analyses its causes,including insufficient legal basis for enterprise credit supervision,failure to follow up the law enforcement concept and ability of grass-roots supervision departments,failure to form a pluralistic co-governance pattern,failure to establish inter-departmental cooperation mechanism,and difficulty in bridging the information gap between departments,etc.Then,by referring to the specific experience and practices of credit supervision of enterprises at home and abroad,this paper puts forward five major aspects to improve the enterprise credit supervision in Chengguan District of Lanzhou City :perfecting the relevant legal basis and system construction,enhancing the law enforcement concept and performance ability of grass-roots supervision departments,building a multigovernance system of credit supervision,strengthening the coordination mechanism of credit supervision among multi-departments,and realizing the integration and sharing of information resources,in order to provide some guidance and suggestions for the grass-roots supervision departments of Chengguan District of Lanzhou and other regions in the implementation of enterprise credit supervision.
