China, which has large rural population, is a country attaching greatimportance to agriculture. Agriculture plays a significant role in the nationaleconomy as well as in the world. With the rapid development of policy of reform andopening up and economic and social development, the strategic position ofagriculture in China is much more prominent. State support for agriculture continuesto increase. However, the task of developing modern agriculture has becomeincreasingly difficult, because the level of agricultural development and the pace ofdevelopment is largely constrained by the quality of farmers. Central Document No.1in2012made it clear that practical training inrural areas should be increased and the training of farmers should be enhancedwhich can enable the farmers to acquire new skills, be familiar with the businessand know how to manage agriculture so as to make a "modern farmers" a real sense.Therefore, how to effectively cultivate a group of new farmers who can adapt tomodern agricultural development through training is pressing issue to be resolved.On April2013, two plain modern agriculture comprehensive reform pilot program inHeilongjiang Province, is officially approved by the State Council. Thus,Heilongjiang Province has also ushered in a new phase of training of farmers. Morethan a year, the province engaged in the training of the migrant workers skills andagricultural production skills. Jiamusi, as the main Sanjiang Plain, is an importantnational commodity grain base, a key area of modern agriculture comprehensivereform of the country in the implementation of "two plains",but also one of sevenpre-training province of Heilongjiang. Therefore, under the new situation,systematic research on farmer training issues in Jiamusi has a practical role in thesmoothness of “the two plain modern agricultural comprehensive reform pilot inHeilongjiang Province and the development of modern agriculture in our country. In this paper, farmer training in Jiamusi City, including the farmers`productive skill as well as the supply and demand of migrant workers skills,isanalyzed through human capital theory and theories of modern agriculture under thenew situation. Since the implementation of "two plain" modern agriculturecomprehensive reform pilot,the farmers`training objectives,targets,key content,training methods are scientifically planned and training of farmers made greatachievements. However, there are still some problems mainly including the poorawareness of the farmers about training, the mutual cooperation between thegovernment and the relevant agencies, low flexibility of training time, lack ofinnovation about training methods, inadequate training supply, poor trainingquality, the backwardness of the quality of trained farmers, and learningdifficulty so on. Learning from the experience of farmers trained abroad, includingHaidong City in Qinghai province, Huai’an City in Jiangsu Province, NingchengCounty in Neimenggu, United States and Japan, the government puts forward somestrategies and solutions to increase farmers’ training effect.
