Cultivating new professional farmer is an important content of structural reform of agricultural supply side.It is the key to solve the problem who will do farming and the inevitable choice of breaking the bottleneck of modern agriculture development and completing short board.This paper choose Kenli County in Shandong Province as the study object and regard training professional farmer who is educated,skillful and managemental as a target.It also summarizes training content and methods of current new professional farmers,proposing the optimum path and service pattern of the new professional farmer training.As a consequence,the new professional farmer training wil coordinate with agricultural supply side reform and the transformation and upgrading of modern agriculture,solving the bottleneck problem of human resources in the new urbanization and new rural construction.Kenli County in Shandong province is a typical agricultural county.In recent years,this county has made a great deal of beneficial exploration and has achieved good results in the farmer skill education and rural labor force shift.But it is also faced with teaching methods which is single an obsolete.Focusing on how to optimize the core issues of farmers training service,this study starts with new-type urbanization and the reform of agricultural supply side.It is based on the theory of human capital,fundamental of human resource development and management.According to the combination of empirical research and normative research,quantitative analysis,this paper explicit new target of current farmers training services.Secondly,investigating several groups such as traditional farmers in rural areas,part-time farmers,professional farmers,the person in charge of the new agricultural management,this paper know the demand characteristics and differences of farmer training in different groups.It is based on the competency model,combined with the requirements of the supply side reform,determining different farmers training programs.Thirdly,it regards training service program in different groups as standard and investigates supply body of farmer training in target area,making sure difficulties of farmer training service.Finally,combining supply with demand and learning from the advanced experience of domestic and foreign farmer training,this paper puts forward the optimization path of farmer training service which provides a reference for government departments carrying out targeted training services for farmers.The main conclusions the paper draws are as follows:First,the training body should improve the multiple farmer training mechanism led by the government:let the government play a leading role;make the overall development plan of farmer training as soon as possible;establish a diversified investment mechanism;promote the construction of training resources of new farmers。Second,shift the training content from consideration of all aspects to precision: make good use of Civilian thinking to think,fit the needs of farmers and based on the actual training area to carry out training。Third,shift the training mode from inherited form to innovative form:make efforts to create a good atmosphere for the training of new farmers;innovate service carriers to carry out training;earnestly make great efforts to use credentials education academic;improve the assessment mechanism。Fourth,prepare to do the Follow-Up Services of the training of new farmers: Construction of planting,breeding and processing "one-stop" service system;implement various kinds of preferential policies for participating farmers;enterprises and training institutions to jointly solve the employment problem;raise a number of typical training results,strengthen the typical demonstration effect;make good use of venture fund,enhance the farmers’ entrepreneurial ability。... |
