Study On Modern Farmer Training In Less Developed Areas

In China, the issue of agriculture, countryside and farmers is the vital problem influencing the process of socialist modernization and constructing affluent society of our country. Constructing socialist new countryside is a brand-new and groundbreaking duty. It is also a systematic engineering and a long-term arduous task which involves each aspect of the economic society. Improving farmers'quality and advancing their all-round development is a powerful safeguard to promote the construction of socialist new countryside. If we want to construct this kind of new countryside, we must have the labor forces with high quality. So this issue has become the subject which the Chinese government and each social stratum take seriously. Its importance has affected the strategic layout of overall national economy. With the advent of knowledge-based economy upsurge, there're both opportunities and challenges to change rural economy and raise farmers'quality. So it does have profound and far-reaching significance to discuss the farmers'quality objectively, especially the farmers in less-developed areas.In the first part the author puts forward the notion of farmers'quality, analyzes the structure and current situation which modern farmers should have, and investigates the physical quality of them from six aspects including guarantee conditions and average expected life span. The investigation shows that the overall condition about farmers is lower than that of city dwellers and there is great difference between areas, the investigation also shows that the farmers'moral and cultural quality has a certain extent of enhancement and their society psychological quality is more rational and mature than before, but generally speaking, these kinds of conditions are not satisfied compared with the demands of social development.The second part has enumerated the present situation of farmers'quality in Yangyuan County. It draws the conclusion by questionnaires, that is, rural labor force quality needs to be enhanced urgently. The author mainly indicates in the following aspects: Farmers'political consciousness needs to strengthened, labor force cultural quality is somehow low, farmers'skill structure is not rational, the non-agricultural vocational skill is deficient, and farmers'age structure is not even.The third part gives the procedures to raise modern farmers and the achievements in the training process of farmers, including obvious achievements made in rural labor force education and training, training for farmers according to the reality of Yangyuan county, scientific and cultural quality education being stressed, and paying attention to new technology promotion, etc..The fourth part analyzes main problems and reasons in the training process, including ideological recognition, system mechanism, training effect, external environment, and so on.The fifth part proposes the elementary objects of cultivating modern farmers. The modern farmers should possess the following basic qualities: lofty ideal and faith, high moral standard, certain scientific and cultural quality, basic political and democratic quality, and so on. It also sets the training goals for different types of farmers: mastering certain professional technology, having employment and development abilities, having ability to adapt to urbanization, having certain innovation ability, and so on.The sixth part puts forward the policy suggestions to cultivate modern farmers in less-developed areas. First, establish the system mechanism for training modern farmers. Second, further strengthen target of the training project. Third, expand the funding investigated in training farmers. Fourth, strengthen the resources relocation. Fifth, perfect the network. Sixth, enhance the policy support to benefit farmers. Seventh, develop farmers'commodity consciousness in less-developed areas.
