Research On Building Performance Evaluationindicator System Of Basic Construction Projects Invested By Government

With the increasing investment scale of basic construction project invested bygovernment,society and public pay close attention to performance evaluation.Being lack ofperformance evaluation indicator system based on rigorous data analysis in basic constructionprojects.In order to solve this problem,on the basis of design information, performanceassessment,and related literature, combining current status of performance evaluation,andbuilding performance evaluation indicator system of basic construction projects invested bygovernment.First of all,according to the characteristics of construction projects invested bygovernment,on the basis of ‘Common framework of budget performance evaluation indexsystem’(Bureau of finance,Budget [2013] No.53),using literature and questionnaire method toreplenish three-level indexes and develop four-level to five-level indexes,and then buildingperformance evaluation indicator system of basic construction projects invested bygovernment.Through subjective and objective method of questionnaire investigation andcluster analysis to filter indicators.Thereby gaining practical and feasible performanceevaluation indicator system of basic construction projects invested by government.Secondly, in view of the qualitative index which is difficult to descript accuratly orcannot be quantified,analyzing the likely outcome in the implementation of constructionprojects,in accordance with the substitution principle of quantitative indicators,usingquantitative performance evaluation indicators to replace.The indicators that can not replacedby quantitative indicators, according to the characteristics of such indicators,in the light of‘One vote negative’ or ‘Downshifts rating’,realizing the performance evaluation indicatorcould be compared and integrated,so the relevant departments can realize self-assessment toperformance evaluation of basic construction projects invested by government.Finally,in order to realizing evaluation of performance indicator in basic constructionprojects invested by government,and ensuring the availability of performance evaluationindex system,with the characteristics of enormous index number in performance evaluationindicator of basic construction projects invested by government,through comparativeanalysis in existed method,this article choose method of rank correlation analysis based on theclass time to calculate the weight.The calculation results achieved the purpose of paying moreattention to project effect in performance evaluation.Through the study,this paper eventually established a relatively complete andhierarchical performance evaluation indicator system of basic construction projects investedby government,which has a great importance to promote performance evaluation of basicconstruction projects invested by government and improve the efficiency in using fiscal fund.
