Research On Building Performance Rough Evaluation System Of Basic Construction Projects Invested By Government

Currently, the low efficiency of financial funds is a key problem faced by China’s Government departments. In order to improve the efficiency of financial funds, it is necessary to implement performance evaluation. Research that quantifying expenditure capital efficiency and evaluate the performance of basic construction projects invested by government is not mature. There are two major problems: firstly, operability of the existing performance evaluation indicators is not strong in performance evaluation practice of basic construction projects invested by government, including excessive number of performance evaluation, broader of evaluation scope,difficulties of index data collection,lack of integrity, descriptive and evaluative,long evaluation period,and it takes a lot of manpower and material resources. Second, the performance evaluation standard for basic construction projects invested by government have obvious gap, resulting in lack of performance evaluation indicators descriptive and evaluative. Therefore it is required that exploring a new method of performance evaluation, namely, rough evaluation,it is not only able to overcome existing problems of the performance evaluation, but also has a guiding role to traditional and universal to performance evaluation approach.This paper will build performance rough evaluation system of basic construction projects invested by government, excavation performance rough evaluation indicators and develop evaluation standard.Based on the above problems, the paper conducts the following research using literature review method, association analysis, case studies, expert interviews and other methods:Firstly, research on building performance rough evaluation indicators system based on association analysis. First of all, based on the research foundation of this article, this paper will establish association rules using association analysis of data mining methods; Second, through expert interview methods to verify the accuracy of association rules, so as to establish performance rough evaluation system.Secondly, research on selecting performance rough evaluation indicators combined model of basic construction projects invested by government. In order to ensure the accuracy of the performance evaluation of basic construction projects invested by government, this study analyses different performance rough evaluation indicators combined model, determine the principles of setting performance rough evaluation results; secondly, to determine the performance results based on the rough evaluation indicators; and finally, through the analysis of the actual case, this study analyses relationship between rough evaluation results and precise evaluation results, and obtains fitting degree of the different models.Thirdly, research on evaluation standard value of performance rough evaluation of basic construction projects invested by government. First of all, based on performance rough evaluation indicators system, combined with literature, laws and regulations, relevant practical case analysis, this part develop the standard value of quantitative indicators, and build the database of evaluation standard value of performance rough evaluation quantitative indicators of basic construction projects invested by government; Secondly, using the same way, determining reference standard of qualitative indicators.Fourthly, research on indicators standards coefficient of performance rough evaluation of basic construction projects invested by government. Based on the determined evaluation standard value of performance rough evaluation of basic construction projects invested by government, this part formulate appropriating standards coefficient of quantitative indicators and qualitative indicators.
