| As a new model of project management, Agent Construction System has been extensively carried out on a trial basis in many cities in China. However, there hasn't been any unified system for this new model so far and the different understandings of it have given rise to some problems in practice. This thesis focuses on Agent Construction System in its narrow sense. That is, in the construction of a non-profit government invested project, a nongovernmental project management company is chosen through public bidding for project management and it will be responsible for the control of investment, quality and construction time of the project until it is completed and transferred to the government after checking. Based on the basic theories and practices concerning the management of non-profit government invested projects and with Nanning city as an example, the author studies the problems with the management of non-profit government invested projects under the contracted model. After pointing out the relationships among the government, the contractor and the real user of the project, the author puts forward a management model which integrates the selection of the management company, the control of the management contract and the administration of the contractor's performance with each other, and which is therefore supposed to be reasonable and practicable. As a member of the administrative organ of government invested projects in the local government, the author has learned from experience that it is necessary we tackle the problems with the existing management model. It is hoped that this case study can serve as a reference for the application of Agent Construction System. |
