A Study On Management Mode Of The Construction Agency For Construction Projects Invested By Government

Along with the fast development of Chinese economy, there appeared more and more construction projects invested by government in larger scale. However, the weak points of the traditional management mode for such projects resulting in the low investment benefit also appeared gradually. Therefore, the State of Council approved"The Decision on Reform of Investment System"on 16th, July of 2004, and required to fast promote the Construction Agency for no-profit construction projects invested by government. The decision fast promoted the progress of the construction agency trials of the nation. The article tries to study the issues emerged in the promotion of construction agency in theory and practice, including the experiences from construction projects invested by foreign government, the theory basis of construction agency, and the comparison of management modes. On the basis of analysis, the author also gives the opinions and suggestions in improving the management structure and resolving the problems in existing practice, which shall be helpful to the management of construction agency for the government.There are three sections in the article. In the first section (chapter 1), it mainly introduces the background, significance and method of study. In the second section (chapter 2~4), it mainly discusses the project management of projects invested by government, the weak points of the traditional management mode for projects invested by government, the experiences from construction projects invested by foreign government, the theory basis of construction agency, the act and practice of management mode of construction agency for construction projects invested by foreign government, the present available access to the establishment of construction agency, and the comparative analysis on the necessity and deficiency of management mode of construction agency. In the second section (chapter 5), it mainly gives the comparative analysis on present available access to the establishment of construction agency, gives the opinions and suggestions in improving the management structure and resolving the problems in existing practice, according to the thinking and direction of reform on the management mode of construction projects invested by government.
