Research On Building Performance Target System Of Basic Construction Projects Invested By Government

Currently,financial departments at all levels to actively explore investment in performance evaluation of basic construction projects invested by government,and it has gradually established a relatively sound performance evaluation system.However the performance evaluation index system which has been constructed can only be used to measure the results of projects but unable to determine the degree of realization of the project targets,so it does not reach the essential requirements of the performance evaluation.Now the absence of scientific and rational performance targets make it difficult to carry out comprehensive performance evaluation of basic construction projects invested by government.Therefore,this paper aims at a way to build the performance target system based on substantive purpose of performance evaluation of basic construction projects invested by government.It aims to provide guidance foundation to the performance evaluation and transfers the focus of performance evaluation from the post-evaluation part to the pre-set target part,thereby improving the efficiency of performance evaluation.This paper is developed in the following aspects:Firstly,a confirming performance target set of basic construction projects invested by government is established.Given to the specialty of basic construction projects invested by government,the initial performance target set proposed by ‘Approach of performance targets of central department budge'(Bureau of finance,Budget [2015] No.88),using lite is served as reference.Second based on the previous research,(performance evaluation system of basic construction projects invested by government),an alternative target set is prepared using the filtering method which is made according to AHP.Then it will summarize the initial performance target set and the alternative target set.Clustering analysis and questionnaire survey will be utilized in goal extracting.A final target set,in this way,is established.The completeness of the final target set is examined with a matching analysis of the performance targets and the performance evaluation indexs.Secondly,the stage performance targets of basic construction projects invested by government are determined.The stage performance targets will also be clarified and analyzed to assure the pre-established targets is rational and achievable since the target establishing progress is dynamic.This paper adopts the gray correlative analysis method to rank the final performance target set by order of importance.The weighted value of each target will also be presented.At last,the contents of performance targets at different stages is setted,based on the actual situation of making the performance target set.Finally,the performance appraisal standards of basic construction projects invested by government are established is determined.Combined with relative laws,regulation and literature,the value basis of the performance appraisal standards is determined.Then the performance appraisal standards of quantitative performance targets and qualitative performance targets are stted,in order to achieve the description of performance targets.Thus a relative complete,structured and descriptive performance target system of basic construction projects invested by government is generated based on the research from the three aspects above with the purpose to offer some references for the practice of basic construction projects invested by government...
