As one of the public service industry, power industry accompanied China’seconomic development will maintain rapid development over a longer period of time.The core of the reform for the power system is to optimize the allocation ofresources, and provide more quality services to users. The discrete of generateelectricity and electricity transmission is a critical step, after this step, the separationof transmission and distribution, will be placed separately from the direction ofreform in the future. Continue to reform the power industry, its main purpose is tocontinually improve the quality of service for the public.Since market-oriented economic reforms began in China, the country’s politicaland economic model has been greatly changed.The power companies are facingunprecedented challenges. Power companies, for reasons of administrativemonopoly in the long-term, resulting in poor performance management, rigid senseof service and many other issues. In order to improve quality of public service, toperformance management guidelines and thus make progress towards the construction workforce, power supply company must keep improving service levelsand operational efficiency.From the later1990s, variety of management methods appears in moderncompanies, such as management by objectives, benchmarking to ensure thatenterprises have become an important method to implement the strategic objectives,and performance management is the effective implementation of sophisticatedsurveillance measures enterprise management. In order to meet the needs of socialdevelopment, power supply companies gradually transfer service-orientedorganizations (companies) from monopoly, which requires it to raise its level ofpublic services. To activate the power supply enterprise service awareness, improveoperational performance and service levels of the power supply enterprise, we mustbuild up an effective management system. Distribution and pay the salariescombined to establish an incentive mechanism within the enterprise to form a goodcompetitive atmosphere, stimulate the enthusiasm of employees, thus promoting thecompany in the right direction of sustainable development.
