Research On The Implementation Evaluation Of Land Use Overall Planning

Land use planning is an advanced plan and arrangement for the use and development of land resources in a certain region in the future.It is a comprehensive management measure for the distribution and use of land resources in an organized way according to the economic,social development and land endowment conditions in the region.Since the promulgation and implementation of the land management law in 1986,China has organized and implemented three times of compilation and revision of land use master plan nationwide.The current round of land planning in Yangzhou has been implemented for more than 10 years.At the initial stage of implementation,the land planning has better met the demand for land resources for the rapid economic development and social transformation and upgrading of the city.However,with the passage of time,the urban fundamentals of Yangzhou have changed greatly and profoundly,some planning indicators are seriously insufficient,and the current situation of the planning has greatly declined The practical problems are gradually highlighted.At this time,it is particularly important to carry out a comprehensive and systematic evaluation of the implementation of land planning and make policy adjustments to the evaluation results.On the basis of summing up the relevant research at home and abroad,guided by the theoretical knowledge of management system engineering theory,human land coordination theory,land location theory,and land sustainable utilization theory,this paper selects the implementation of planning control indicators,land use structure and layout,and the degree of land conservation and intensification,following the principles of comprehensive systematicness,scientificity,representativeness and relative independence,the implementation of planning management and other four factors,16 indicators,the use of AHP to determine the weight of each indicator,dimensionless indicators,the use of geometric average method to synthesize the standard value of indicators,to build a relatively systematic,comprehensive and scientific index system,Yangzhou City as the object of research and analysis,the overall land use plan was obtained Score of planning implementation evaluation(hereinafter referred to as "land planning evaluation").At the same time,it analyzes the implementation of land planning in Yangzhou City,comprehensively grasps the implementation effect of this round of land planning,summarizes the main effect of the implementation of planning,puts forward policy suggestions to improve the implementation and management of planning,and finally draws the main conclusion of this evaluation.In this paper,through the construction of a more systematic evaluation system of urban land planning,the implementation of the third round of land planning in Yangzhou city is evaluated relatively objectively,which lays a good foundation for the preparation of land spatial planning in Yangzhou city.This paper can be used for reference in improving the evaluation system structure and enriching the evaluation research methods.
