The Historical Evolution Of The Adjustment Of Agricultural Land:The Policy Guidance And The Wishes Of Farmers

Land is the mother of wealth, land effective utilization of the overall national development plays a "pull one hair and use the whole body", and the rational allocation of land is to promote an important foundation for social justice. Therefore, land policy adjustment is always seen an important way of national integration for rural society. In 1983,allocating field to households, the formal state power withdrew from the rural area, undergone fundamental transformation has taken place in the structure of rural economy and society.In this context, some villages formed a regular adjustment is not too much affected by the external mandatory forces dominate farmland. Shihe village is just the village in Northeast. Farmland. The phenomenon adjusting farmland in rugularly sources from changes in national productivity development, unbalanced among countrymembers and trend of values which farmers vary to land,is the need to maintain social justice and stability. The research takes the rural adjustment practice as the starting point, regard Shi He Village as a case study, break away from the economics limits to the puzzle, from the political perspective, use of empirical research methods, in-depth analysis of the rural political phenomenon of adjusting the land, to explore the historical logic from formation, development, to evolution of the village self political phenomena.Farmers’response to the periods of the country land policy can be expressed through the farmland change in the attitude of the performance; at the same time, farmers responded to the land adjustment in different periods,we can see that the national integration validity.On the one hand,it promoted the interaction and combination between the rural internal stakeholders; on the other hand, it makes countries support the legitimacy and identity is obtained from the rural society, so as to consolidate the political foundation of national governance. But it is nevertheless indicates the finite of state integration. Fristly, the power of political and social in the process of integration remains unequal status, and political power in relative to the leading and dominant position.Secondly, the rational self-interest of grass-roots organizations to some extent dispelled the effectiveness of national integration. Thirdly, farmers’rational expansion may not only promote the fusion inside the village, but also contribute to the sense of identity of national policy. Therefore in order to achieve the greatest degree of the interests between the state and farmers double win, the author thinks that countries design the farmland system should have principle and activity, also respect the farmers’ subjectivity, respect of village collective subjectivity, so as to achieve positive sum game between government on the policy dominance and farmers on the subjectivity.
