In recent years,there has been a deviation between the implementation of rural land policies and top-level design,and the natural and fair rights of household members in the institutional framework of collective land ownership have made land adjustment a common phenomenon in rural areas.The current widespread land adjustment focuses on the adjustment of the boundaries of land contract management rights based on changes in the relationship between people and land,including "large adjustment" and "small adjustment".Currently,most rural areas in the country are approaching the expiration of their second round of land contracts,and both the central and local governments are discussing the plan for the third round of land contract extensions in rural areas.Against the background of the third round of contract extensions,what are the intentions of farmers regarding land adjustment? What are the factors that affect their willingness to make adjustments? What is the difference between "large adjustment" and "small adjustment" of land? By understanding the heterogeneity of different farmers’ intentions regarding land adjustment,we can better adjust rural land policies,optimize rural land systems,and better unleash the dividends of land system reform to meet the practical needs of farmers.Based on the theory of induced institutional change and survey data from300 farmers in A city,Shandong Province,this article uses a combination of literature research,field investigation,and statistical analysis to summarize farmers’ intentions regarding land adjustment under the background of the third round of contract extensions,and then uses relevant quantitative methods to empirically study the factors that affect farmers’ intentions to make land adjustments,further deepening our understanding of the differences in actual demands among different farmers,and proposing policy suggestions to further improve the household responsibility system for contracting land and production under the background of the third round of contract extensions.The study found that: first,in terms of the intention and influencing factors of farmers’ "large adjustment" of land,we found that there is a significant correlation between farmers’ intentions and factors such as educational level,whether they have the largest surname in the village,the average area of their own land,the distance of their own land from home,the quality of their own land,whether they have made land investments,and the distance from the county seat.Second,in terms of the intention and influencing factors of farmers’ "small adjustment" of land,we found that there is a significant correlation between farmers’ intentions and factors such as age,educational level,the quality of their own land,and the distance from the county seat.Third,analyzing the reasons for the factors that influence the implementation intention of "large adjustment" and "small adjustment",we found that behind the factors affecting land adjustment,farmers mainly consider convenience,cost,and land quality.To further improve the household responsibility system for contracting land and production under the background of the third round of contract extensions,the following policy suggestions are proposed: First,the government should fully consider the demands of farmers when formulating new land policies.Second,if the government implements land adjustment,it should fully consider the heterogeneity of farmers and how to safeguard the interests of the majority of farmers without damage,while also considering fairness,which requires sufficient investigation and demonstration.Third,it is suggested that the government establish a pilot project for the implementation of land adjustment policies to explore the experience of the third round of land contract system.
