Study On The Employment System For The Lost Land Farmers Under Government Guidance

Globally, it is an inevitable trend and a universal law for farmers to lose the land and move into the city with the development of the industrialization and urbanization. A large quantity of land has been expropriated due to the rapid economic development and urbanization with a result of the situation in which more and more farmers who lost their land come to such difficulties—no land for farming, no jobs, no share for minimum living. As for the current employment situation and hardship, my proposal in this text is ,under the dominance of the government, to build a service system for the farmers who lost land, to effectively integrate and utilize the social sources to better realize the evacuation and the employment. The employment problem can be effectively solved under the cooperation of both the establishment of the system with the characteristics of government guidance and the participation of multi-faceted sources and an interlocking mechanism as a result of efforts made by township enterprises, non-governmental organizations, village committees, intermediary and training organizations.Apart from the preface and conclusion, the content can be divided into four parts.PartⅠ—Current situation of the fanners who lost land and their state of the employment, specific descriptions of the current state and the causes of soil erosion. Additionally, the current situation of their employment service is also referred.PareⅡ—Hardship lying ahead of the farmers and related reasons exploration. According to the hardship analysis, the text has made detailed analyses as to the employment difficult situation.PartⅢ—International experience over solving the employment problem for those farmers. By describing the typical experience modes in the Western countries, insights which stem from those developed countries can be concluded and proposed into solving the employment problem.PartⅣ—Building the employment system for the farmers under government guidance. As the center of the thesis, it mainly includes the features the employment system and the related measures of how to build such a system under government dominance.
