With the continuous development of the economy, competitions of innovation and talent people have become the core of enterprises’competitions. Our country’s economy has been slowed down instead of developing fast in previous years to maintain a moderate speed. The data shows, China’s GDP growth rate in the third quarter of 2014 dropped to 7.3%, further leading that enterprises paid less attention to technology innovation. Because of the continuously rising labor costs, enterprises are worried about the inadequate supply of labor. Many enterprises have increased recruitment and employment in succession and fought for talents through various channels in order to emphasize the effectiveness of improving the human resources recruitment management work.Nowadays, China has strengthened the policies of supporting college students’ self-employment business and encouraging college students to start a business with large loans, therefore a large number of talented college students having ideas have stepped into the self-employment wave, making many small and medium-sized enterprises can’t employ talents efficiently and forcing the recruitment channel for small and medium-sized enterprises has become more crowed.The paper surrounds two key words namely mall and medium-sized enterprises, recruitment effectiveness to make a detailed research and empirical study about the recruitment effectiveness of small and medium-sized enterprises.In recent years, small and medium enterprises are facing financing, costs, employment and other problems. Where employment shortage, the difficult problem of employment has been a lot of businesses have great importance. Major companies are now competing to snatch talent from the talent market, making many small businesses unable to attract qualified personnel to spend more money to put in all kinds of jobs cost, plus the lack of human resource management makes itself reduce the effectiveness of recruitment.How to improve the effectiveness of recruitment? That became the central argument of this paper, the author of Modern SME field survey, conducted scientific analysis of human resource management, carding a reasonable recruitment process and the most effective way, and ultimately to improve the effectiveness of the SME recruitment purposes.To this end, this paper questions the validity of KS Recruitment, analyzed by observation, comparison, correlation and other ways the status quo of China’s SME recruitment, hiring in-depth study of the theory of knowledge management involved in recruitment, effective adaptation of the industry management ideas, detailed analysis of the formation of recruitment management, recruitment bottlenecks and reduce the effectiveness of the other major factors, the use of recruitment criteria to assess the effectiveness of thereform program.
