Nowadays facing rapidly increased import and export trade volume together with a big amount of hidden smuggling activities increasing day by day taking advantages of these international trade,customs struggle to counter these illegal activities unfortunately constrained by its capacity level of supervision and not quite abundant resources.In challenge of the trend of smuggling activities which are more and more concealed,specialized and "intelligent",Customs' traditional counter smuggling theory and measures have been gradually left out by the current needs.In order to tackle these traditions and challenges,due to impossibility of increasing the number of staff and institutions,Customs can only count on "internal growth","internal transformation"to develop itself,including utilizing risk management and identification theory and measures,allocating limited resources scientifically and more reasonably,taking advantage of infomationalized management and analysis methods.All these enable Customs to locate focus of supervision and acquire targets of high risk so as to strike smuggling more accurately and improve counter smuggling strength,maximizing capacity and efficiency of Customs supervision and fighting against smuggling.This essay starts with an elaboration on the concept,origin,development of Customs risk management theory as well as 5 links of risk management,and then focuses on the theory,steps,principles and methods of risk identification,revealing the most important risk under the risk identification theory facing current customs anti-smuggling operation.Next,this article provides a detailed explanation of the situation and challenges of S customs countering smuggling activities,and points out the problems and lacking in risk identification,with a deepened analysis of the cause.Finally,in use of Customs risk identification theory,the author raises specific measures for improvement.What's more,this thesis comes to a conclusion that in order to meet the current challenges and make better performance it must rely on the strengthening of risk identification in Customs countering smuggling.
