| The anti-smuggling is an important function of the Customs; it is related to a country's economic stability and national security.With the rapid development of China's foreign trade, smuggling have shown an rapid increasing trends. From those smuggling cases that happened in the past 10 years in china, it is not difficult to be found that those illegal or illegal or criminous activities which smugglers through various forms of bribes and inducements beguiling officials of the Customs and relevant government departments indulging smuggling or evenly participating in smuggling directly have caused huge losses to the state. Say in other words, the smuggling activities of smugglers and the rent-seeking corruption of customs are supported each other and the rent-seeking corruption of customs has already caused severe interference for the anti-smuggling function of Chinese customs. Through research, I found that the main roots of the rent-seeking corruption of customs were in the Customs anti-smuggling system.Along with the strengthening of the punishment to the various corruptions of customs, the austere development trend of the rent-seeking corruption of the Chinese customs has been restrained to a certain extent. However, because of the main roots in custom does anti-smuggling system of which are still exist, so that the foundation of the Customs Rent-seeking corruption would not be eliminated. This paper have analyzed the anti-smuggling system of Chinese customs, found that the problems existed in the anti-smuggling system of Chinese customs are mainly focused on three aspects of the leadership System and the power condition and supervision system and the human resource management system. On this basis, this paper put forward a series of specific policy recommendations that including reforming customs headship system and establishing an effective power condition and supervision mechanisms and improving the existing human resource management system. |
