| China’s customs anti smuggling agencies are divided into three types: coastal,border and inland.In recent years,with the rapid development of China’s export-oriented economy,the General Administration of Customs has implemented the customs clearance mode of "national customs clearance integration",and the business volume of China’s inland customs has increased rapidly.In addition,the implementation of various reform measures such as "increasing the entry-exit inspection and quarantine functions of the customs" and "industrial public security management system reform" has been implemented,Great changes have taken place in the situation faced by the inland customs anti smuggling departments.The increasingly prominent contradiction between the growth of business volume and the shortage of human resources restricts the further optimization of the anti smuggling operation mechanism of inland customs in China,and affects the overall effectiveness of anti smuggling in inland areas of China.Taking the anti smuggling Bureau of N customs as an example,based on the perspective of the anti smuggling Department of the inland customs,this thesis uses the methods of literature research,comparative analysis and interview to analyze the insufficient anti smuggling effectiveness of the anti smuggling Department of the inland customs due to human resources,institutional setting,team building and external conditions in the anti smuggling work,and proposes to improve the institutional setting Suggestions on Reengineering the business model and team building to improve the team’s anti smuggling ability;At the same time,it explores how to form a diversified collaborative governance system of anti smuggling led by the government,performed by the departments and participated by the society in the inland provinces by using the overall governance idea,which provides ideas for the anti smuggling departments of the inland customs to improve the efficiency of anti smuggling work. |
