Research On The Decoupling Relationship Between Economic Development And Resource Environment Of Jilin Province

In recent years, the research on decoupling relationship between economic development and resource environment has become a hot issue. Whether the decoupling of economic development and resource environment is a major factor of achieving the regions sustainable development, which is an important practical significance. In this paper, we choose Jilin Province and its nine cites to research. Using of the theory of decoupling and building decoupling index system, we study the decoupling relationship between the economic and resource environment in detail.First, the theoretical basis of the Jilin Province economic development and resource environment decoupled. Including: the theory of decoupling, the theory of man-land relationship, the theory of sustainable development.Second, the status analysis of the Jilin Province’s economic development and resource environment problem. there is a shortage of water and energy resources while the rapidly developing economy, even more, the water pollution problem is serious and industrial waste discharge is also still serious. Although in recent years, environmental remediation efforts have been strengthened which makes important part of improving the ecological environment, the lack of innate environmental conditions and long-standing pollution make the situation is still grim.Third, the evaluation of the decoupling relationship between economic development and resource environment. The results show that the decoupling relationship of Jilin province have absolute decoupling, relative decoupling and coupling in the period of 2000 to 2012 year, still far from the state of absolute decoupling. The cities of Jilin province almost have absolute decoupling and relative decoupling.Fourth, an analysis the main factor of economic development and resource environment in Jilin province decoupling relationship. While the effect of technological progress and reduction presented negative, lowing the environment pressure of Jilin Province.Fifth, this paper proposes a coordinated response for Jilin economic and environment development basing on the research foundation.
