Resource is an essential material basis in the national economic development, and all kinds of resources are largely consumed due to the economic drive, which are the reasons of environmental damage and climate change. After reform and open up, the rapid development of our economy has made remarkable achievements, however, with the rapid growth the GDP, the resources consumption and deterioration of environment directly threat to the national economy and people’s quality of life in China. Therefore, the decoupling of resource consumption and waste emissions with economics development is an important factors which can affect the realization of the sustainable development in our country.In this research, the author investigated the disconnection between the resource consumption of all kinds and economic growth in Liaoning province and Shenyang economic zone from1995to2010for the first time by using the resource disconnection index that proposed by academician Lu Zhongwu recently. Dozens of material and thousands of data were collected. And the disconnection index between all kinds of resource and emission in Liaoning province, Shenyang and Anshan city from1995to2010was obtained. The average disconnection index of resource consumption in Liaoning province is0.63, and the disconnection index of food consumption is obviously higher than that of energy, metal and nonmetallic consumption. In terms of emission, average decoupling index of total waste discharge in Liaoning province is0.69, and waste gas and industrial solid waste decoupling index is significantly higher than the decoupling index. At the same time, Shenyang, Anshan the two cities compare to the entire province average decoupling. We should put forward relevant suggestions to improve the decoupling of economic growth, resource consumption and waste discharge index in Liaoning province, reference for policy makers.
