Jining is a city which has a large number of agricultural population with less per capita cultivated land. The existence of rural surplus labor force results in serious problem of transfer employment in the countryside. So the systematical study of transfer employment in Jining obviously has vital significance. From the theoretical point of view,this paper take jining city as the research object because different counties and districts of Jining have large gap between each other in economy development. Scientific research on current management services of the rural labor transfer employment is different with the one-sided previous researches that focuses only on the inflow and outflow of rural labor force, and could further promote the development of current rural transfer employment theory, while also promote all-round development of the study on Chinese current transfer employment. From the perspective of practical significance, the research on the transfer employment in this paper adjusts to the need in China to gradually form scientific and rational labor market, and it can help the government policy makers to rationalize the think pattern of making policy to promote labor transfer employment, and then provide sufficient labor force to the rapid, coordinate development of the national economy.This paper is based on the Todaro model, principle of employment conversion of Lewis and a large number of papers about labor transfer theory written by domestic well-known scholars. Through the understanding relevant data of Jining, this paper summarizes that Jining belongs to the typical inland labor export city as the overall situation and specific features like the GDP is not high, low added value of secondary and tertiary industries, high proportion of rural population, and lists four channels of employment for the local rural labor force in Jining: the local farming, township enterprises, self-employed career and migrant work. But because the current attitude for migrant workers in Jining is "economic acceptance, social exclusion", there are six major restricted problems for the transfer of rural labor force. The causes of these restricted problems are diverse, both the lack of institutional guarantee which coexists with the absence of government and the limitation of labor force themselves and existing urban and rural structure are causes. This paper has carried on detailed analysis on quality difference,gender differences, age difference of Jining city rural labor force.Through the systematic analysis of the status quo, characteristics, limiting factors,difference comparison of the transferemployment of rural labor force in Jining, this paper focuses on the solve of practical problems of jining and expresses on six major problems exist in the rural labor transfer.This paper put forward feasible countermeasures and the suggestions from the following six aspects: the system construction, strengthen the organization, perfecting the social security, enhance the public service, improve the employment environment, strengthen the professional training, and make recommendations to promote the rural labor force transfer employment in Jining.
