Research On The Transfer And Employment Poor Rural Mountainous Chabuchaer County Minority Labor

Chabuchaer is a typical ethnic minority autonomous, state-level poverty-stricken county on theborder. The rural population accounts for75%of the total population and the rural surplus labor forcetake up48%of rural labor.The abundant labor resources is much giving a metastatic potential space. Tothe accelerating of the transfer of rural surplus labor force, to the realizing of the income of farmers andherdsmen sustained rapid growth and to a comprehensive well-off society, there is practical significance.The labor theory for transferring is analyzed, for the current situation of China, Xingjiang and Yili’stransfer of rural labor force. The general situation of economic development of Chabuchaer county and therural labor force transfer have been introduced.After a survey about the minority labor, employment ofminority labor at home and local enterprise, and the factors restricting impoverished mountain villageminority labor transfer have been analyzed.I have put forward four suggestions to strengthen mountainrural minority labor employment: the first is to lead the labor transfer according to the construction ofmodern culture: the second is to accelerate the economic development to drive the transfer of labor force: thefour is to promote the active religious policy of labor transfer, to strengthen the work of the circulation ofrural land to transfer of labor force.The author thinks that the key of rural poverty is from the culture and ideas. So we should play theleading role in modern culture. The county replies on abundant coal resources in the long run, a strongpushing the process of new industrialization is the main way to solve the employment transfer of minoritylabor mountain village. But industrialization requires a process. How to make full use of the slack period offlower industry development of high-grade landscape of modern animal husbandry increase farmer incomein such a short time is an effective way. To make every attempt to improve the national minority rural laborquality, to strengthen the minority bilingual and occupation education of minority in the mountainous areas,and the junior high school student free professional education. To formulate preferential policies to thecounty enterprises in employment of minority migrant workers really changes them into the county town.
