Since the reform and opening up, more and more rural labor force are involving in transferring employment, but it is not necessarily true that more employment of rural labor force transfer can be helpful to agricultural and non-agricultural economic development. So when optimal allocation of labor force in agricultural production are achieved, to what extent national and regional rural labor force shifting from agricultural to non-agricultural sectors is reasonable?From agricultural development point, this paper mainly analyzes the moderation of rural labor employment transition. First, using Stata and stochastic frontier model, combined with 31provincial-related panel data, agricultural labor efficiency and rural labor employment modest size limit were estimated. Second, based on the degree of rural labor employment standards, When compare estimated employment scale of rural labor transfer limit with employment that had transferred, results show that overall employment of rural labor force transition is in slight excess(2003-2012), eastern region is in a moderate condition, while Central, Western and North-Eastern regions are in a state of inadequate transition. From regional perspective, rural labor force transition should be controlled in the Eastern; Central, Western and Northeastern region should increase rural labor force transition. Third, Based on the degree of rural labor employment standards and rural labor force that can be transferred, estimated average national scale would be 17797 to 22246 million(2003-2013). Eastern region is between 8909 to 11136 million, Central region 8243 to 10304 million, Western region between 7670 to 9588 million,Northeast region between 1063 million to 13.29 million. Finally countermeasures and suggestions are being proposed according to research results. First, agricultural job position should be expanded. Second, improve rural work force employment environment. Third, rural human capital should be lifted up. Fourth, encourage farmers to start up their own business.
