| With the improvement of urbanization level, the massive rural surplus labor forceflooding into cities and towns, their employment and life rely mostly on urban, but theyalso possess house in the countryside, it causes the situation of urban construction land’stension and rural construction land’s extensive use. In order to protect the cultivated land,improve the efficiency of rural construction land use, and alleviate the supply and demandcontradiction between urban and rural construction land, our country introduces the policyof increase or decrease link on urban and countryside construction land timely. Under thebackground of this policy, the rural housing land is the main part of rural construction land,its exit and reclamation become the key link of the policy.In the process of the countryside homestead exit, how to set reasonable homestead exitcompensation price, where the construction land flow index’s value comes from, andwhether farmers should participate in the distribution of value-added income, how much isthe allocation proportion, these have become the focus problems about the countrysidehomestead among scholars. But at present, most of the researches only studied one of theways, not formed a system, or they were confined to theoretical discussion, being lack ofempirical research. Therefore, this study picked Qilihe district Lanzhou city as an example,respectively took the perspective of land development rights, welfare economics anddifferent homestead exit objects, estimated the homestead exit compensation price, andthen had a tentative discussion of the construction land flow index’s value and the farmers’income distribution. The main research conclusions are as follows:⑴This research analyzed countryside homestead exit problem from the differentbackgrounds of the new rural construction, land management and increase or decrease linkon urban and countryside construction land, and then combined with the current realisticbackground and theoretical background to expound the necessity of countryside homesteadexit compensation mechanism research from different angles, such as the sustainabledevelopment theory, property right theory, social security theory, farmers rational behaviortheory, sense of place theory and land rent theory.⑵In the aspect of rural housing land value evaluation method, the paper refer to existingliterature research, taking land right development as theoretical basis, and using the cost welfare economics at the same time, respectively from the homestead of housing securityvalue, the factors of production value and the value of options on the three aspects to set upmeasuring model. In combination with the advantages and disadvantages of two methods ofthe above, this study put forward a new way thinking, that is respectively setting upcompensation model according to different homestead exit objects, and according to theclassification method that includes a family a home, a home more than a courtyard, thefarmers going into the city and a family more than a home, then analyzed different functionvalues of the housing land for various types of farmers.⑶From differential rent, the city planning of government and our country’s land usecontrol these three aspects to analyze the value-added source of construction land turnoverindex in urban and rural construction land increase or decrease hook, and combined withthe government spending in the increase or decrease hook process, then builded calculationformula of construction land target price.⑷Analyze the interest contradictions and conflicts among various stakeholders in theprocess of homestead exit, refer to related literature study of land-lost farmers involved inland increment income distribution, discuss the allocation proportion of land-lost farmersfrom the construction land turnover index.⑸Finally, the study took Qilihe district Lanzhou city as an example to calculates thehomestead exit compensation price, construction land turnover index price and theincrement income allocation proportion of land-lost farmers. Based on the landdevelopment right, the land value is197.59yuan/m2that used the cost approach method tomeasure; when welfare economics as theoretical basis, according to the main functions ofthe homestead for farmers, measured the housing land value is208.91yuan/m2in remoterural areas unit of Qilihe district under the condition of without considering the optionvalue; the price of construction land index is713900yuan/mu that took the Qilihe districtexit homestead compensation price as the foundation without considering transaction costsand other expenses; took the difference value between homestead value and the actualcompensation as the base of distribution for farmers to participate, and then divided theconstruction land value-added income, finally measured out that the homestead exit farmersparticipate in index increment income distribution proportion about20%. |
