Nowadays,China is at the stage of new urbanization. In the process of promoting new urbanization, the demand for land for urban construction has increased. As a result, the value of agricultural land has continued to rise, and farmers have been entering the city, causing farmland to be abandoned and severely stimulating agricultural land circulation. With the implementation of the first batch of pilot projects for new urbanization and three reforms of rural reform, the pilot results will be basically delivered in 2018.Whether farmers participate in the transfer of agricultural land and the degree of participation are worthy of attention.China's agricultural land circulation has strong regional differences. In the central plain area, the economy is relatively backward but bears the burden of China's major grain-producing areas. How we can improve the efficiency of agricultural land circulation in the central plains and the production efficiency of agricultural land, raise the income of farmers is worth studying. Therefore,it is of great significance to conduct in-depth research on the influencing factors of farmers' participation behavior and participation in the process of agricultural land circulation. This article builds on the research results of scholars at domestic and foreign, uses relevant theories related to the circulation of agricultural land, combines with the actual situation in China, and discusses the impact of new urbanization on agricultural land circulation and the impact of the characteristics of the central plain on agricultural land circulation, and then built a model that affected the degree of farmland circulation behavior and circulation.and influencing factors were selected to increase the influence factors that were different from previous studies, such as macroeconomic factors, farmers' social perception factors, and so on.Take Henan Province as an example, conduct empirical research based on the data of CHIP2013,use Logistic and Tobit methods to estimate, and use Stata12.0 software to measure the influencing factors, and the following conclusions were drawn:(1)From the perspective of circulation behavior, the circulation rate of agricultural land in Henan Province was not high, lower than the eastern region and higher than the western region. From the perspective of the degree of participation in circulation,In Henan Province, farmers' participation in the transfer of land accounts for more than half oftheir own land, which is similar to that of the eastern region. Most of the farmers in the western part of the province participate in the circulation of less than half of the free land.(2)From the perspective of the factors affecting circulation behavior, the population urbanization rate,Per capital GDP,farmers' health status, household Disposable Income, total farmland Size, flow price, trust in others, and well-being have a significant impact on the circulation of farmland, the outflow of farmland, and the inflow of farmland.Individual factors only have significant effects on outflow behavior or inflow behavior;(3)From the perspective of the degree of agricultural land circulation, the six factors of population urbanization rate, education level, ratio of agricultural fixed assets, total household income, household farmland size, and inflow price are all at the same time influencing the degree of circulation, inflow and outflow significantly, and individual factors only had a significant effect on the degree of outflow or inflow. Finally, according to the direction of the influence of different factors in the research conclusions on the behavior and degree of agricultural land circulation, from the aspects of increasing farmers' income, reducing barriers to circulation, improving the social security system, increasing farmers' social trust and happiness, etc. This paper has put forward the relative development proposals.
