With the social economy transforming and the urbanization process accelerating, therequirements of the development can’t be met if we continue to implement the traditionalplanting mode. According to the requirements of the17th CPC National Congress, the localgovernment should uphold and improve the household contract responsibility system,encourage the rural land circulation to achieve moderate scale management on the principlevoluntary paid for, and promote make sure rural land circulation smooth and orderly. This issignificant to maximize the output of land and farmers’ income, and to promote thedevelopment of the agricultural producing scale and economy unification between urban andcountryside. At present, the development of rural land circulation in China is still in its initialstage, and the management and service system of rural land circulation market is imperfect.With the rural land circulation number growing and circulation scale increasing, it shows upmany problems, such as the improper positioning of local government, nonstandardoperational procedure, and the increase of agricultural land disputes, these problems hinderedthe land circulation and the development of the circulation market. Focus on the landcirculation in Shou Guang of Shan Dong province, this paper use relevant economic theoryand the land circulation theory to analysis the present situation, problems and the influencingfactors of land circulation in Shou Guang.Through the Qualitative analysis, we know that the improper positioning of localgovernment, nonstandard operational procedure, and the unsound circulation market hinderedthe land circulation. Land circulation is a kind of investment behavior of a family, head of ahousehold’s education, age and the income level, etc affect the land circulation in the microlevel. By using AHP, the order of the influencing factors are as follows: the proportion ofnon-agricultural employment, agricultural income level, the construction of the landcirculation market, the social security system and intermediary organizations. On this basis,we make some policy recommendations to promote the development of land circulation inShou GuangThis paper is divided into four parts: the first chapter contains the research background,research significance, review of research as well as the technical route. The second chapter ismainly the present situation of rural land circulation in Shou Guang. In the third chapter, we analysis the factors that affecting land circulation. In the last chapter, we get the conclusionand give some policy recommendations for the Shou Guang government.
