| Household contract responsibility system, which began in the 1970 s, in a certain historical conditions and historical periods, greatly aroused the farmers’ enthusiasm for production, enriched the material and cultural life of farmers, prompted the rational allocation of agricultural resources, and promote the overall efficiency of agriculture leap. Household contract responsibility system in the history of China is recognized as a historic leap in agricultural development. Stepped into the new century, the household contract responsibility system constantly apparent drawbacks, mainly in small-scale decentralized management of rural land can not adapt to the development of modern agriculture, which has seriously hampered to some extent, the future of China’s agricultural development and farmers’ income. Since the party’s 18 and eighteen Third Plenary Session of the Party and the state introduced a series of policies and measures to crack China’s agricultural development challenges of the current, one of the most important thing is the issue of rural land circulation. As the main body of agricultural production and management, famers’ willingness to transfer agricultural land has a fundamental impact on the attitude towards held by farmers in land transfer, directly affect the efficiency of agricultural land transfer. Therefore, studying the willingness of farmers land transfer, revealing the impact of farmland transfer factors affecting willingness to develop policies and measures to promote the transfer of rural land has important practical significance.In this paper, the micro subject for the study, we make the Harbin’s municipal genera and 9 counties(cities) of the study as the sample area. We divided the study into three aspects: willingness of farmers to transfer land for subdivision into the willingness of farmers to land, farmers turn out the wishes of the land, farmers that were not involved in the transfer of land to expand.First, the article researches in the literature, made an analysis based on the basic situation of major grain producing areas farmers land transfer, characteristics and problems. Secondly, based on field research by using the Logistic regression model to the data for scientific statistical analysis of the main factors that influence farmers to get into and turn out. Studies have shown that the there are 3 main factors that impact on the land transfer wishes of the farmers: the age of the head of household, headed occupation, family farm income. There are 6 significant factors affected farmers wishes of turn out the land: the head of household age, headed culture degree, headed occupation, the number of households and industry, the number of family farm machinery and non-agricultural income of the families. Finally, on the basis of empirical analysis in this paper, combined with the actual situation in the region, made suggestions seven areas: To strengthening the policy and advocacy supporting to agricultural land transfer, to create a favorable policy environment; Establishing the agricultural land transfer intermediary service organizations, to protect farmers land transfer revenue; To accelerate the secondary and tertiary industry development area, to raise the level of non-agricultural income of farmers; To improve farmers’ cultural level and quality, and actively absorb agricultural professionals; Supporting the development of new agricultural business entities to promote large-scale operation of agricultural land;To improve the rural community security system, weakening the dependence of farmers on the land; Increase agricultural financial support to agricultural land transfer funds to solve the dilemma. |
