Research On Rural Land Circulation Problem In Manas County

Since the reform and opening,Manas county, based on their own advantages, to speed up the pace of development,so economic and social development has been to walk in the forefront of XinJiang. Therefore,in the background of the nation focusing on the problem of “agriculture, rural areas and farmers ” twelve years in a row,and cities group of Wulumuqi,Changji,Shihezi focusing on industrial spatial layout and structural optimization,as well as the setting of “economic belt in the silk road "and" Marine silk road in the 21 st century".Studying the problem of rural land circulation in manas county will be greater significant.There are four parts in this paper to discuss.The first part mainly defines rural land circulation, farmers’ rights and interests.Then introduce several theories,such as Property rights theory,institutional change theory, scale management theory, land rent theory,which will be as the Basis and scope in this paper.The second part describes the development of manas and national land circulation,analyzing the form of land circulation, the circulation characteristics and the influencing factors of land circulation.The third part analyzes the results of the survey,getting the wishes of farmers for the land circulation, then further analyzes the factors affecting the will of farmers land circulation.Finanlly it points out land circulation problems mainly in the farmers themselves, social economy and system,etc.The fourth part puts forward some constructive proposals in the system of publicity, organization setup and people’s livelihood aiming at the problem of rural land circulation in Manas county of Xinjiang,to ensure the land circulation can meet the farmers’ willingness and get long-term development.And looking on the premise of respecting for farmers’ rights and interests, the land circulation way can be a series of exploration and innovation.With the acceleration of xinjiang rural economic development and urbanization, rural land circulation will present a rapid development trend.As the main body of rural land circulation, land rights and interests of farmers should get more attention and protection.So the process of building farmers’ land rights and interests protection mechanism in our country will be a process of constantly improve the system of rural land circulation.
