The Empirical Research Of Farmers And Herdsmen’s Intend To Take Participate In The New Agricultural Insurance Of Yining County In Xin Jiang

With aging degree deepening,the situation of "old before rich" has present,Xinjiang is no exception.rural old-age population in Xinjiang in 2014 accounted for 10% of the rural population,this marked Xinjiang countryside comprehensive access entered the aging society. Xinjiang farmers pension problems as a very important problem of the people’s livelihood,not only relates to the social stability and security of Xinjiang,but aslo related to the government’s reputation and prestige. Therefore, improve the rate of farmers insurance in regional ethnic areas,solve the new situation and new problems seriously in the implementation of the new agricultural and pastoral policies of farmers and herdsmen is the important mission of theoretical and practical workers.First of all,this study using maslow’s hierarchy of needs theory,rational choice theory and social risk theory,on the basis of social economic development in Yining county,based on 300 samples of the questionnaire survey statistics of four villages and towns in Xinjiang, including individuals,families,government,and ginseng protect factors as mainly factors to analysis the status quo of implementation of new farming maintain in yining county,from the four aspects which include individual level,family level,government level,and ginseng protect level to establish the theory model,and analyzed the primary investigation data.Secondly,on the basis of farmers ginseng protect intend,using spass software measurement binary logistic regression in modeling analysis,respectively to study the influence degree of personal factors,family factors,government factors level for farmers ginseng protect. Finally,according to the main factors that influence the effect of the will of farmers and herdsmen ginseng,put forward opinions and suggestions on the policy and system to Yining county.According to the analysis at the individual level analysis,three variables including age, degree of concerns over pension and the language barrier has significant effects on the wishes of farmers and herdsmen to participate in new agricultural insurance,the language of the ethnic minority areas peasants and herdsmen,cultural level is generally low, traditional pension thought is serious,so the farmers and herdsmen endowment concept to ascend; Household level analysis results show that the son in the family characteristics marital status, home number,number of over 60,2013 household income of farmers and herdsmen to participate in the new farming maintain factors significantly,due to the minority family values are heavier, "the more sons,the more blessings", "bring up son can support parents in their old age" bind the concept of change of their thoughts,family level become farmers ginseng protect one of the most important level,thus changing the concept of ethnic minority old endowment,weakening their children dependency is the priority of the township government. government level analysis results showed that the satisfaction degree of the farmers and herdsmen to new agricultural insurance policy,for the satisfaction degree of the information transmission system,the government’s creditworthiness of farmers and herdsmen to participate in the new farming maintain significant influencing factors,farmers and herdsmen is not ideal for the policy satisfaction is the problem that the government should consider,the government should start from the propaganda work,widen the channel of the understanding, increase farmers trust in government.It is suggested that the public policy should be revised and perfected according to the problems existed in the new agricultural insurance policy of Yining county,At the same time, according to the local actual situation, formulate feasible policy implementation plan,Focus on improving the insured rate, and make a new contribution to the social stability and long-term stability of the ethnic regions in the border areas.
