Problems about Agriculture,Ruralareas and Peasantry are the fundamentalproblems of building a new socialist countryside in China, the development ofmodern agriculture, the land is the core of the "three rural" problems. The16th CPCNational Congress proposed urban and rural development in the country and quicklyset off a wave of reform in this context, Chengdu in June2007, the National urbanand rural comprehensive reform experimental zone. Rural land transfer system as thekey of the urban and rural development, to better meet the needs of the appropriatescale management of rural land. The transfer of rural land can effectively solve a widerange and a high degree of fragmentation of the current rural land, the promotion ofland resources and efficient use of the various factors of production and to makerational optimal allocation. How to speed up the norms of rural land circulation,promote rural land large-scale intensive management to promote the agriculturalindustrial structure upgrading, transfer of rural labor, increase farmers’ income sources,improve the efficiency of agricultural economy promoted. It is also to address landissues, the key to urban and rural development. Farmers as a micro decision-makingbody involved in rural land circulation, its circulation will and decision-makingbehavior have a fundamental impact on the regional rural land circulation. Therefore,the willingness of farmers in the rural land transfer process, the formation mechanismof the factors and behaviors important to speed up rural land circulation.This article is against this background, a comprehensive, systematic analysis ofthe realities of rural land circulation in Sichuan Province and Chengdu special transfermechanism. Shuangliu County rural land circulation environment to pave the way toselect the entry point of the appropriate individual economic behavior. The behaviorof peasant households in the survey area of agricultural land during the transferprocess as the specific object of study, through qualitative analysis and quantitativeanalysis, drawing on existing research to build the Logit model launched on farmers’land contract management right out of the behavior of the formation mechanism and the impact of its willingness to factor analysis, and concludes with policyrecommendations for the promotion of rural land circulation. According to the resultsof empirical analysis, the following conclusions are:1.Survey the regional farmers land out of many governmental organizations,Transfer Behavior specification, flow of the larger. However, due toChina’s per capita land area is less, the shortage of arable land resources, farmerscontract the amount of land is very limited.With the continuous improvement of productivity of agricultural science andtechnology continues to progress, the remainder of the phenomenon of today’sfarmers in the agricultural labor force has become common. Therefore, the directcause of transfer of land is multifaceted, but its core was a tiller of the ground and lesseffective.
