Our country is in the period of transition from traditional agriculture to modern agriculture, modern agricultural development is inseparable from the promotion of agricultural technology. Grassroots agricultural extension station of district webmaster as a leader in the grassroots agricultural extension system terminal, is a rich experience of grassroots agricultural extension workers is regional station manager or leader, has a dual identity. Under the special condition, the leader quality, the ability, the accomplishment quality, decides the leadership activity effect size. Therefore, the regional station station in the development of the regional station plays a vital role. Based on this, this article intends to Qian’an area station as the research object, a set of regional station webmaster of the performance appraisal system, in order to effectively motivate regional station, stimulate their enthusiasm for work, so as to improve the operating efficiency of the regional station.In this paper, first, through literature review, field survey and expert interviews and other methods, to Qian’an area station webmaster for the performance appraisal status and existing problems were analyzed and summarized; secondly, on the basis of reference work analysis theory, to tease out the regional station duties, and the introduction of multidimensional performance thinking, 9 second level indicators and 38 tertiary index is extracted. Then by regional station in charge of the leadership of the teachers in this field, regional station webmaster and rich experience of grass-roots agricultural extension staff composed of the expert group to select the indicators, after two rounds of screening ultimately determine eight second level indicators and 34 secondary index performa nce evaluation index system; then, using analytic hierarchy process, construct a pairwise index judgment matrix, using YAAHP software computing performance evaluation index weight. Finally, the comparison of the advantages and disadvantages of the performance evaluation model, and choose fuzzy comprehensive evaluation model as a regional station webmaster performance evaluation model, and the construction of the grass-roots agricultural technology extension regional station stationmaster performance appraisal model.The primary agricultural extension regional station evaluation index system of performance in 8 stationmaster, the weight of two level index biggest achievements was 0.3701, indicating that the performance is very important in the process of performance appraisal. The smallest proportion of policy level and working attitude weight were 0.0307 and 0.0417, after the survey found that this is due to the daily work performance in these two aspects of the station is not obvious. Found in empirical research in eight second level indicators and work attitude and the ability of learning and innovation two index score is low, five regional station webmaster mean scores were 3.6706 and 3.6958 and other secondary index scores were at about 4.0, work attitude scores relatively low is regional station as a public welfare unit to promote the incentive is lower than that of the market mechanism, and learning and innovation capacity index scores relatively low reason is regional station webmaster daily work is tedious, the speed of knowledge innovation is slow. The weight of policy level is 0.0307, but the results of the comprehensive assessment, the evaluation results is not low, reached 4.2004, this shows that the regional station owners ability needs and actual situation differences. Rated a 8 second grade indexes in the test results mean scores the highest is the ability of doing things, the mean score for 4.2266, even more than the percentage of the maximum weight of the work. Thus, the regional station has been recognized in all aspects of evaluation of competence.Through to Qian’an area station empirical research draws the following conclusions: first, we during the course of the area of agricultural extension station webmaster performance evaluation is not the objective evaluation of the webmaster. Second, grassroots agricultural extension regional station performance evaluation model has very strong practicability. Third, the results of the performance evaluation of vertical and horizontal comparison of stationmaster performance Comparing the performance of the owners’ performance evaluation, advantages and disadvantages.
