Agriculture is the foundation of national economy, with positive external benefits and partof the nature of public goods. But agriculture is a weak industry, there are not only market risk,there is still a natural risks. The ability to withstand market risks, improve agricultural negotiations,and promote farmers increase production, the most effective way is through the organization ofprofessional farmers cooperatives. The healthy development of farmer cooperatives, policysupport and guidance is particularly important, which is widely used around the world practice.Therefore, in-depth exploration of farmer cooperatives lack of government policies andgovernance adverse impact of scientific evaluation of the effects of policies affecting play a keyfactor for the future accurately grasp the policy, a reasonable choice policies and correctimplementation of policies, provides a theoretical and practice reference.In this study, a review of relevant literature on farmer cooperatives and foreign governmentpolicies to support the effects of vertical comb qualitatively support and guide government policyperspective the important role; using random sampling and stratified sampling method, throughthe Hebei farmer cooperatives authorities,70different types of co-operatives and140cottonfarmers visited the research, selection and cooperatives for sustainable development is closelyrelated to the four elements: the scale of development, management mechanisms, socialcontribution rate and the ability to innovate, build farmers cooperatives policy effect evaluationindex system, the use of comparative analysis and principal component analysis, quantitativeanalysis and evaluation of government policies on various stages of development support forprofessional farmers cooperatives effect; from the perspective of farmers, analysis and evaluationof policies to support farmers’ professional cooperatives for farmers increase the promoting effect;delve into and through the presence of cooperatives in the absence of policy implementation andgovernance issues such as unfavorable, dig out the effect of influencing policy plays a key factor.Then come to the following conclusions:Conclusion1: With the "Farmer Cooperatives Law" and other relevant policies of thepromulgation and implementation of government policies to support the implementation of therelevant results are obvious. Mainly in people deepening awareness of cooperatives, the number ofofficially registered cooperatives has grown rapidly, increasingly diverse types of cooperatives,farmers service significantly improve the quantity and quality aspects.Conclusion2: Farmer Cooperatives different stages of development, different policies effect.Among them, the germination stage, registration protection, and education and training modelstatute to guide policy a significant effect; rapid growth stage, financial funds, special grants andcooperative model agency regulations influenced policy; mature and transition phase, taxincentives, electricity, land policies and personnel support policies more prominent role.Conclusion3: The different administrative management policies on the role of farmercooperatives and effects are also different. Among them, the central policy to guide theintroduction of a global development of cooperatives, cooperative development guidelines for theforward direction, while the local implementation of the policy direction and guidance play anormative role; provincial, municipal and other local government and relevant departments issuedpolicies and supporting measures is the implementation of central policies and the specific implementation, is closer to the cooperative development of specific measures, has played anirreplaceable important role.
