In January 2012, civil aviation bureau had actively promoted the reform of management system of air traffic control performance, issued a "National Aviation Management Performance Management I Provisions(Draft)". Xiamen Air Traffic Control Station as an advanced representative of national ATC organizations, has the innovation in many aspects of the spirit and culture. In this paper, Xiamen ATM Station performance evaluation index system has been designed, some measures are taken to promote its effective implementation.It's full of important practical value to China civil aviation units to actively promote the innovation of the performance management system.This study is based on the actual development of Xiamen ATM Station, by using the method of questionnaires and in-depth interviews to ATC Station senior leadership, middle managers and frontline staff. The main problems existing in the performance management of Xiamen Air Traffic Control Station are diagnosed as the following three aspects: the lack of a complete performance evaluation index system the lack of quantitative standards of evaluation which tends to cause the problem of the unfairness; the lack of effective performance feedback mechanism.Aiming at these problems, based on the comprehensive comparison of methods of performance evaluation, the Balanced Scorecard theory prototype. According to the Xiamen ATC Station to "security" as the core management goal, put forward the construction of Balanced Scorecard to the integrated management of safety, service, and learning and growth in four aspects as the focus of examination assessment model card. The performance assessment index system of two level, three level departments and staff level to establish a hierarchical effectively to ensure the effective implementation of Xiamen ATC Station "three Xingan" strategy.Validation, optimization and evaluation on performance appraisal index, the evaluation of the level difference method, deduction method, ratio method, either this or that method and description method of index. At the same time to determine the weight of indexes by AHP,consistency test in science through further study. Finally, according to the index system after optimization of the established Xiamen ATC station performance appraisal scale, and fullyguarantee the practicability of research results and innovation.Research results of theory with the practice, the core around the "safety", according to the current status of ATC station performance evaluation index system deficiency, puts forward the method and idea of the construction of performance evaluation index system of the whole staff, especially the design of assessment scales of performance, to guarantee the application value of the research results of this paper. The research of this paper provides ideas and methods for the ATC performance reform, some further research also needs some deficiencies.
