CHANGAO Group is a medium-sized state-owned holding enterprise.In recent a year, the turnover rate has increased by 30% because of the excessive workload and high work press. Half staff think they are in long-term psychological pressure and sub-health status which have impacted obviously their work performance.EAP(Employee Assistance Programs) System helps employees to improve mental health status and reduce work pressure and to enhance work performance finally. Therefore, CHANGAO Group considered building EAP System to solve the problems.The thesis firstly described development history of EAP, and then analyzed some EAP application cases of domestic and overseas of which theoretical basis includes psychological capital theory, Maslow’s hierarchy of needs theory, the theory of work pressure, the quality of human resource management theory. The writer studied the close relationship between enterprise performance and employee psychological capital, and focused on the needs satisfaction, work pressure and mental health status. According to the enterprise features of CHANGAO Group, the writer used a questionnaire, which includes 7 items of demographic information and 11 sub dimensions, to investigate the mental health status of all the staff. The results show that the urgent needs of employees include 3 types: adding the emotional management ability, planning personal occupation development, physical and mental health guidance.On the above basement, the EAP plan is established in the following four aspects: construction goal, construction principle, module design, and system security. It is to be innovative in designing five transverse modules and three level vertical frames. The five transverse modules include psychological health, enterprise service, design occupation development, promotion, evaluation and improvement. The vertical frames are 1st early prevention, 2ND short-term focus,and 3rd crisis transaction.The final objective of EAP system is to reach the harmonious development of staff, enterprises and the society, to enhance fundamentally the psychological capital of the whole employees and the quality of human resource, to strengthen the core competitiveness of enterprises. The writer hopes that the EAP system can operate effectively and get constant improvement in long term, so that some reference value will be created for other inland minor enterprises.
