Currently, influenced by global economic crisis, China’s economic development has entered a new stage of structural adjustment and economic growth. The economic development in China should adapt to the “new normal and our country should carry out new measures. The sustainable development of economy is inseparable from the rapid development of enterprises, which is characterized by large scale of their production and marketing, trans-regional business areas, big number of members, and long industrial chains. For Chinese cement industries, this kind of characteristics are more obvious,because restricted by conditions of transportation and freight cost, cement products are better to sell within 300 kilometers. In order to make a difference, cement industries usually build their production lines in key areas in China. Therefore, large cement enterprises are more in need of centralized fund management, which is accepted by theoretical and business circles. However, in actual practice, how to strengthen centralized fund management in the development of cement industries is an urgent problem to be solved.This paper studies related issues about centralized fund management of enterprises base on X cement group. There are six parts in this paper. The first part summarizes the main research contents in the related articles on centralized fund management by using the method of literature study. The second part introduces the related theories of centralized fund management and main factors influencing centralized fund management. The third part fully deals with four major modes of centralized fund management via comparative analysis, which lays the theoretical groundwork for X cement group choosing the mode of settlement center to manage fund centrally. The fourth part analyses the primary reasons why X cement group chose the mode of settlement center to manage fund centrally in 2004,the situation of centralized fund management and problems by using the method of case study. The fifth part is the focus of this paper. In this part, the author proposes improvement measures based on fund management status quo of X cement group,centralized fund management experience at home and abroad, and service capabilities of financial institutions and management software development organizations. It is suggestedthat X cement group should strengthen internal control system, carry out policies of centralized management of bills; existing overall budget management system and ERP management system be hooked up to ATS management system with multiple banks;establish a systematic platform to integrate resources and improve work efficiency in order to save staff’s energy spent in fund settlement, account management and bookkeeping and to reach a high level of capital budget implementation and supervision and manage surplus funds. In the last part, the paper concludes that enterprises should raise the level of centralized management of funds in the process of rapid development, combine centralized management of funds with fund budget management effectively, and establish information system of fund management in order to increase the work efficiency and optimize work processes.This study is aimed at help Chinese enterprises improve centralized management of funds and promote healthy development of enterprises.
