During the 12 th Five-Year Plan period, State Grid Corporation of China(SGCC) proposed the transformations of grid development mode and corporate operation mode as its strategic goal. In order to realize the transformations, in 2012, SGCC raise guidelines to guarantee “Three Intensives and Five Large Scales”: intensive management in human resources,financial resources,and material resources; large-scale movements in programming,construction,operation, overhaul,and production. The reform brings opportunity for the outsourcing of non-core businesses and provides a chance for private companies to enter the monopolized market. Under this circumstance, various outsourcing enterprises are set up.HD Company is a company that provides outsourcing service for SGCC and expands significantly after the “Three Intensives and Five Large Scales” policy. Currently the company is doing outsourcing business as its main business. However, the company is not satisfied. It is trying to transform to an IT company that can provide general information service including solutions, operation and maintenance service and software products. But there is still a long way to go. The company must find a proper way as well as improve its core competitiveness to meet the need of strategic management. Therefore, developing and cultivating talents becomes essential. As an IT enterprise which transition from outsourcing service to development and operational, although the HD company pay attention to employee training,there are still lots of questions exists,like the training schedule are not closely with its strategy,the training methods are not flexible,the training is disconnected with the development of employees, in a word,this training system is not sound. Therefore, designing and building a strategic training system is of great significance to the long-term development of the company.By using the method of documentary and questionnaire and interview, this paper based on the relevant theory and knowledge of human resouece and training,and through systematical investigation into HD, this paper concluded that the general problems exist in the need, execution, feedback, appraisal, incentive, and transformation of training. The system is in urgent need of adjustment and improvement. In order to solve the problems, the paper reconstructed the training support system, training procedures, guarantee system by looking into previous documents and seeking advice from experts. It includes the adjustment of corporate structure, the construction of trainers’ team, the design of the courses, the promotion and incentive system and other guarantee policies. In order to ensure the smooth implementation of the training system, some countermeasures and suggestions are also proposed for HD in the end of this paper. The paper provides ideas and ways for the future training of HD and is instructive for the strategic transformation of the company.
