Building the industrial structure level of the residents’ consumption upgrading effect equation and the effect of the structure equation by add the Industry growth model of multi-department. By upgrading the level of effect and structural effect on consumption in the empirical analysis, it is concluded that:the urban and rural residents’ consumption level effect and structural effect have significant difference, the level of rural residents’ consumption effect is significant and town residents’ consumption structure effect is significant.
