Study On High-Tech Area Biomedical Incubator Safety Supervision Measures

Technology Business Incubator is a platform that provide service for high-tech innovation, aimed to foster high-tech small and medium-sized enterprises. Biomedical incubator as a professional technology incubator has played a huge role in promoting to develop bio-pharmaceutical industry. High-tech area provides a favorable development environment, an advanced technology platform, and scientific and humanized services for biomedical incubators and lays a strong foundation for incubated enterprises’ success in incubating. Scientific development is inseparable from safety production. In order to ensure the rapid development of biomedical incubators, we must adhere to the guiding principle on safety production of "safety first, precaution crucial, comprehensive treatment", and jointly create a favorable environment for safety production.This paper comprehensively uses theoretical and empirical analysis, research, qualitative analysis and quantitative analysis, inductive and deductive methods of combining research. This paper sums up the development and research status of internal and external biomedical incubators. From the perspective of safety supervision, on the basis of situation of two checked biomedical incubators and 9 checked incubated companies in high-tech area, their current safety production and management status are analyzed. Some charts are used for listing the seven categories of potential safety hazards that we check 38 hidden dangers in every enterprise, and are showed their proportions, up to 21.05% and down to 5.26%. Likelihood of accidents, frequency of exposure in dangerous environment and consequence of accidents in the workplace are divided ranks and assigned by utilizing LEC semiquantitative method. Formula is used to calculate the scores of hazards. So I come to the conclusion that electrical safety and occupational health and safety are highly dangerous hazards, the rest belonging to significant hazards. From three aspects of people’s unsafe behaviors, objects’ unsafe conditions and defects of management, I analyze causes of potential safety hazards and determine the specific causes of various potential safety hazards in the inspection on the spot. Based on the evaluation results and cause analysis, I suggest that we should improve the safety production supervision and management system of biomedical incubators in high-tech area. We should work on the following aspects:(1) take appropriate corrective measures and methods of potential safety hazards rectification by utilizing LEC evaluation method discriminated danger level;(2) strengthen safety culture construction of incubated enterprises, improve safety awareness of all staff;(3) property companies form a long-acting safety supervision mechanism by establishing a safety management system, carrying out safety inspection and learning safety management methods;(4) government and other safety supervision departments should make clear own safety supervision duty, form reward and punishment measures and take full advantage of safety production supervision information system to enhance safety supervision level.
