With the accelerated development of economic globalization and national industrialization and urbanization, the continuous deepening of major natural disasters, major accidents disasters, major public health incidents and social safety incidents have occurred, new situations and new problems are constantly emerging. How to deal with these unexpected events are the State and social organizations all over the world face common problems. The emergency management function in a primary point is to choose the location of emergency services to accident and timely provision of adequate emergency resources. In this paper, the general theory of operations research, combined with the actual situation of emergency systems and features, more systematic study of the emergency management of the emergency response system location issues.First, introduced the four classic location model - P-center model, P-median model, maximum coverage model, set covering model, and applied analysis, studies were foreshadowing later.Second, consider the demand point to an emergency facility from the time of uncertainty, the article assumes that time, subject to normal circumstances, the proposed location of a new probabilistic model, and the model applied to the locationof oil reserve bases in the come.Finally consider the location of emergency systems affecting the diversity of factors, as well as factors affecting the assessed value are often uncertain, the location of emergency systems as a multi-attribute decision problem. This paper presents a new range of projection-based multi-attribute decision making method, and the method applied to the oil reserve base located in the past.
