Post-earthquake emergency logistics is important link to ensure the safety of life and reduce property loss. The past earthquake emergency management practice have been many problems, such as emergency supplies supply level position is not reasonable, emergency supplies distribution unfairness, a series of problems of reduce the efficiency of emergency logistics, have put forward the urgent request to build and perfect emergency logistics system of China, therefore, research of earthquake emergency material supply level location-allocation problem, has very important practical significance.In this paper, how to choose the candidate as a emergency supplies point, and on the basis of geographical location and capacity of each selected point for its distribution service demand point and the reasonable distribution of supplies, vehicle, makes demand maximum utility of disaster and emergency supplies allocation fairness to achieve the optimal. This article mainly is following four parts to analyze the LAP in earthquake disaster emergency supplies supply point.The first part, mainly is reading a large number of literatures on the earthquake disaster emergency logistics, location of supply point and distribution of emergency supplies. On the basis of literature reading, the research status at home and abroad to do a detailed carding and analysis on the earthquake emergency logistics and post-earthquake emergency LAP. The main research contents, technical route, the research significance, research methods and innovations are briefly introduced.The second part, mainly introduced the theoretical basis, respectively, for emergency, post-earthquake emergency logistics and supply level LAP are summarized. In detail elaborated the definition, characteristics and type of emergency logistics, and the related concept, the characteristics of earthquake emergency logistics, response process are analyzed in detail, and concretely introduces meaning and classification of the earthquake emergency supplies supply level LAP.The third part, is mainly model building, describes in detail the key problem to solve, and at the utility of requirement maximization and material allocation fairness as the goal, considering the characteristics of post-earthquake emergency logistics, establishes a consider to supply level, demand more and more varieties of goods, cycle, capacity limitation multi-objective earthquake emergency supplies supply level location-allocation model.The fourth part, elaborated on a main method to solve the problem of multi-objective optimization, and on this basis, according to the characteristics of the model, design of multi-objective optimization genetic algorithm. Using MATLAB software programming to be solve,numerical example indicated that the pareto front solution set can be obtained. Optimal decision schemes can be selected from a cluster of pareto solutions according to the preferences and actual needs of decision makers.
