Research On Emergency Logistics Center Location For Urban Major Emergencies

With the accelerated process of urbanization in China,the number and size of cities have been increasing.As frequent occurrence of emergencies and the main body of emergency management,cities are the center of regional economic,political,cultural,population.Meanwhile,cities are also places where people,logistics,capital flow,information flow are concentrated.Due to the high concentration of the population and wealth,new problems and new situations emerge.Cities become a huge disaster bearing body,which are the focus of national and social disaster prevention and mitigation.Especially in recent years,with the frequent occurrence of emergencies,cities urgently need to improve the ability of emergency management.The key point of emergency management is to provide timely and effective relief supplies to the disaster victims.Emergency logistics centers,as an important facility in the emergency management system,are lack of number,not balanced layout and lack of scientific planning in our country.Emergency services demands are constantly changing with the expansion of the city and the growth of population.Cities aren't effectively covered with the existing emergency logistics centers,so it is very important to study the location of the emergency logistics center.Firstly,on the basis of summarizing the domestic and international research of emergency logistics and emergency logistics center location,emergency,urban emergency and the basic theory of emergency are introduced.As for city emergency logistics,this paper introduces the category of emergency facilities,the influencing factors,the characteristics of emergency logistics center location and gives the research object and scope of this paper.Secondly,combined with the two stages of pre disaster and post disaster,a multi objective stochastic location model of emergency logistics center is established.Finally,vector evaluated particle swarm optimization is designed to solve the model.The performance of the algorithm is verified by the multi objective test functions.The results show that the algorithm has achieved good results.A case study of Shijiazhuang,capital of Hebei Province,is applied.The results show the model can batter describe the location problem of emergency logistics center and the VEPSO is reasonable and effective...
