China’s economy has been through 35 years high speed development because of the policy of reform and opening-up. With the development and deepening of economic globalization and market economy, the competition among enterprises is more and more fierce that makes the flow of human resources increasingly mobile. Especially the staff turnover, which has an remarkable effect on enterprises. As a result that human resources became one of the most important factors in enterprise management and also played a pivotal role in enterprise sustained development. So we can say that giving full play on effectiveness and activeness of human resources is the effective measure in labor cost reduction and management level enhancement.This paper took Foxconn as the research object and human resources and employee turnover theories are used to analyze human resources situation of Foxconn. First of all, collecting study materials of evident problems of human resources in practical management, which from environment, company and stuff respectively. Second, find out the main reasons of human turnover by conducting questionnaire survey and employee interviews. At last, three step to provide the effective and preventive measures of human resources management. First step is figuring out the key factors of employee turnover according to multi-angle and multi-dimensional of quantitative analysis. Second step is doing countermeasure research of these key factors to realize the value maximization of human resources. Third step is combining the principle of improving employee satisfaction and the basis of staff characteristics in the different stages, so as to provide the effective control of point of the whole process of human resource management, which comes into an all-round control management system.This paper based on the point view that the ultimate goal of human resources is to maximize the effectiveness of human resources, according to the corresponding countermeasures for stuff of the different types and different stages finally minimize employee turnover.
