Acting system mode in China’s government investment projects in the overseas advanced management model, based on the management mode in combination with the practical situation of our country. In this kind of new management mode, the construction unit and there is a kind of agency relationship between investor, in the process of the project construction to implement a full range of organization and management mode. The construction system to a certain extent, determines the rights and obligations between the parties. Now need to determine a representative government and stakeholders of the rights and obligations of the main body, form a clear throughout the whole process of project construction investment mechanism. Against this background of project management mechanism and system to improve the level of project management and public social services are very good. However, this new management model is relatively young, belongs to the early stages of development, there are still many problems in practice.In this article, the author pointed out many problems that exist in the Beijing municipal construction management operation mode, put forward should clear the agent management system of Beijing. In perfect construction management mode, clear construction behavior relationship and responsibilities and rights of the parties, and on the basis of the system of process reengineering. Fade out the government management practice, strengthen the government supervision function, implementation of engineering insurance and engineering guarantee system, clear the positions of the construction units in construction process.
