Based On The Perspective Of The Subject Of Risk Control Quality Analysis Of PPP Project Management

Since entering the 21 st century,China's economic development is rapid,the process of urbanization construction is accelerating,China's demand for construction funds is increasing.From the calculation of China's financial sector,by 2020,about 60% of China's region can be expected to achieve urbanization construction,while the urbanization construction caused by the investment demand will also grow rapidly,the growth of about 42 trillion.Because the market regulation has certain limitation,therefore the country adopts the macro-control policy to control the operation of the real estate market.The implementation of macro-control policy so that the original "land sales" as the main source of revenue was eliminated by the market,in addition,with the real estate market order more and more perfect,the government began to credit to stimulate real estate consumption policy to tighten.The promotion of PPP cooperation mode is an important measure to alleviate the government's financial pressure,which can improve the quality of public service to a great extent.With the launch of the "Government and Social Capital Cooperation Center",a number of PPP projects have been declared in various localities,as of September 30,2017,China has declared 6,778 PPP projects,the total amount of project funds reached 101201 trillion yuan,covering the industry is also expanding,due to PPP project investment scale,long operating period,There are many partners,the relationship between the parties is complex,involving a large number of risk factors,these project characteristics for PPP Project Engineering quality control work has brought some difficulties and challenges.For any PPP financing project,the risk exists in the whole process of project design,construction and operation Management,because it is a public construction project,the government is undoubtedly the final liability of risk.The General Contract guide for the Government and Social capital Cooperation project divides the supervision into: investment and financing supervision,pre-work supervision,construction period supervision,operating period government supervision.Based on this,in order to prevent and disperse the project quality risk,and constantly improve the quality of public goods and services supply,it is necessary to further study the quality of PPP project management based on the perspective of risk control subject,combined with PPP project cycle and characteristics,to ensure the quality and efficiency of the project,the government as the main body of regulatory responsibility to "the whole For the PPP project to carry out effective control,the project,the risk expectation must have the precise control,therefore,this article intends to introduce and combine the "whole process management" theory to carry on the thorough research to the PPP project quality.This topic uses literature research method,comparative analysis method and case analysis method,combined with the basic theory of project management and the current situation of government PPP project management,this paper analyzes the typical projects in the first batch of PPP projects in China,and further combs the risk factors of PPP projects on the basis of literature research method,comparative analysis method and case analysis method.Combined with the control experience of PPP project in foreign countries,the paper puts forward the countermeasures and suggestions for the quality control system of our Government PPP project.
