Scientific and technological potential is defined as to describe a region in the development of science and technology has had an impact on technological development of resources, including human, material and financial resources, as well as under specific environmental support, through certain processes such as research, development, and commercialization to translate these resources into the capacity for future competitiveness. The result is that scientific and technical personnel, corporate investment in science and technology funds, government investment in science and technology is the potential to increase the impact of regional science and technology policy leverage points.Finally, based on the above findings, the paper make policy recommendations for raising Fujian regional scientific and technological potential.
