Research On Reduction Control Of Municipal Waste Material Logistics Under The Market Mechanism

Municipal waste material logistics have been mainly operated by the Sanitation Department which is arranged form government in our country for a long time, and generated a series of problems such as high cost of logistics of municipal waste during collection, remove and management, and led to high financial burden of government. How to effectively reduce the logistics total quantity and costs of municipal waste?The question is not only the responsibility of the municipal administration and the environmental protection department, but also a task of economic development departments. Following with further reform of our country market economy system, we desperate for introducing the market mechanism into the urban life waste material logistics field, and starting from the waste generated source for the whole process of waste reduction control, solve the problem of urban life waste, improve the waste material logistics efficiency, resources efficiency and environmental benefits.Based on the Logistics System Theory, Circulation Economic Theory and Public Goods Theory, combined with the present situation of the municipal waste material logistics reduction in China, this paper analyzes the problem from decrement on municipal waste material logistics, and puts forward the importance of introducing market mechanism into municipal waste material logistics. This paper shows the study from mainly from three aspects to municipal waste material logistics decrement of market-oriented operation of the system research: Firstly, the key research is based on market-oriented economic policies(charging based on usage amount, allowance to recycle, deposit refund system), the effect of reducing municipal waste material logistics, and stresses that China should speed up the to promote the city life reducing municipal waste material logistics by utilizing the economic means; Secondly, combined with knowledge and theory of economics and logistics, draws lessons from foreign experience of developed countries, builds the marketization of China’s waste material logistics operation mode; Thirdly, in the use of economic means and the basis of constructing logistics mode, combined with China’s national conditions, we put forward ensure the marketization of urban life waste material logistics reduction measures and theneeds of policy; Finally, this paper validates social, environmental and economic benefits of municipal waste material logistics reduction under the market mechanism, and ChongQing as an example.In this paper, through the study of municipal waste logistics system,reducing the total waste stream in kind, promoting all aspects of logistics,to achievewaste logistics reduction,which is a new perspective;This paper studies on the market system construction and system applications, is preliminary exploration of municipal material logistics reductions, reference to the theory and practice of foreign study. Hope that this research can provide some benifits for the management of municipal waste logistics.
