Municipal Solid Waste (MSW) is the outcome of social production,allocation and consumption recycling. It is closely related with every one ofthe society and the city's modernization and science technology. The MSW isnot only the baneful trash but also the useful resource which can be usedrecyclablely. The increase of the reduction, reuse, and recycle (3R) rate ofwaste is the basic requirement of improving the entironment and promotingthe social economic sustainable development. It is also one of the urgentproblems of Beijing. The research is the part of the "the preliminary researchof the '11th five-year plan' of the MSW system in Beijing". Using the linearprogramming techniques, the research studyed the waste logistics opitimalallocation mode of Beijing, and offered the sicientific evidence to theestablishment of the "11th five-year plan" of the MSW system. The main workof the research is following:1. Through literature survey and field investigation, reviewed the modernmunicipal solid waste logistics system, the waste management system, thewaste disposal technology and their development trends and the applicationcircumstances in the world especially in the big city of China. After that, thecurrent refuse system of Beijing is analysed and its shortcoming is pointed out.Then the eight types of techniques are suggestioned to be used in the futurewaste system of Beijing.2. Compared the eight types waste disposal techniques using thesynthetical evaluation technique which taking account of the economic,enviromental, social influence and the technology requirement.3. According to the rule of allocating and using the resource resonablely,made two linear prgramming models with different references to optimize thewaste logistics system of the twelve districts of Beijing whose waste can beconsidered together. With the goal of the least cost, the model broke theadministration district and achieved the systemic optimization from the wasteproduction to the final disposal factory. The models are solved by LINDO.And the dual prices and ranges of the objective coefficient and the righthandsides of the restriction equation in which the basis is unchanged are analysed.After that, the two models and the original design are campared and analysed.The reasonable allocation mode and the MSW system cost are got. At last,according to the model result, the policy suggestions are offered for thegovernment's reference.
